| Power generators are facing a tsunami of emerging new regulations that will affect their ability to operate cost-effectively. These include Federal Clean Air Act regulations - such as the GHG Tailoring Rule, Boiler MACT, and Clean Air Transport Rule – that will impose new emission limitations and operational restrictions on combustion sources. New requirements for power generators will also come from State and Regional programs - such as the California AB-32 rule, Western Climate Initiative, and Renewable Portfolio Standards - that will involve GHG emission limitations, market GHG reduction mechanisms, and alternative energy generation goals. With so many regulations hitting power generators in the same time frame, addressing the cost and operational impacts will undoubtedly be a significant challenge. This workshop will review and assess the regulatory impacts of these new Federal and State regulations and provide attendees with tools and response strategies to improve the chances for survival. |

The US EPA Greenhouse Gas Reporting Rule and several states require many fossil fuel electricity generating units (EGUs) to report greenhouse gas emissions. Now is the time to review the first federal reporting experience to capture lessons learned and ensure compliance with these rules by applying the smartest business practices that will be cost effective in the long run. There are still some issues to be resolved and significant lessons to be learned before businesses can integrate monitoring, recordkeeping and reporting into operations. This workshop will focus on practical strategies for developing GHG inventory management plans, inventories, and data systems in the context of emerging regulatory and voluntary programs. Attendees will learn how to avoid traps, pitfalls, and easy mistakes. Best practices for maintaining Monitoring Plans will be addressed. Streamlining procedures for data management systems including custom software or EMIS systems will be presented to provide examples of how to cut compliance reporting costs. Case studies with feedback from experiences with software systems by users will be provided.
